WHO urges smoking ban in public places

The U.N. health agency on Tuesday issued its strongest policy recommendations yet for controlling tobacco use, urging all countries to ban smoking at indoor workplaces and in public buildings. "The evidence is clear. There is no safe level of exposure to secondhand tobacco smoke," said Dr. Margaret Chan, director-general of the World Health Organization. Tobacco use is the world's leading cause of preventable death, accounting for 10 percent of adult fatalities, according to WHO. It is responsible for 5.4 million deaths each year, a figure that is expected to rise to 8.3 million by 2030, the agency says. Increasing numbers of nonsmokers will also die unless governments take action, WHO said in its 50-page report. It said governments of both rich and poor countries should declare all public indoor places smoke-free, by passing laws and actively enforcing measures to ensure that "everyone has a right to breathe clean air, free from tobacco smoke." At least 200,000 workers die each year because of exposure to smoke at their offices and factories, according to the U.N. labor agency. The U.S. Environmental Protection Agency estimates that about 3,000 deaths from lung cancer each year occur among nonsmoking Americans. "This is not about shaming the smoker. This is not even about banning smoking," said Dr. Armando Peruga, who heads WHO's anti-tobacco campaign. "This is about society taking decisions about where to smoke and where not to smoke." He cited Ireland and Uruguay as governments that have successfully tackled smoking by creating and enforcing smoke-free environments. Legislation of the kind has proved popular among both smokers and nonsmokers, according to WHO, whose policy recommendations set broad goals for its 193 member states but are not legally binding. Almost half the world's children "some 700 million" are exposed to air polluted by tobacco smoke, particularly at home, WHO says. The agency made its recommendations on the basis of new reports by the International Agency for Research on Cancer, the U.S. surgeon general and the California Environmental Protection Agency. WHO said in 2005 that it had stopped hiring smokers, as part of what it termed its "public lead" in the fight against tobacco.

Quakes hits Mindanao & Luzon; no casualties

Earthquakes hit East Mindanao and Central Luzon before dawn and at noon Tuesday, but neither was powerful enough to cause casualties or damage to property, the Philippine Institute of Volcanology and Seismology said Tuesday evening. Phivolcs said the first quake occurred at 12:56 a.m., 31 kms northwest of Butuan City in Agusan del Norte. It said the quake was tectonic in origin and measured at magnitude 4.1. The quake was felt at Intensity V in Butuan City, and Intensity IV in Surigao City, but Phivolcs said no damage or aftershock was expected.

Caloocan BOC Chair face life imprisonment over Kasangga vote-padding

Partylist groups Bayan Muna, Anakpawis, Gabriela, Kabataan and Suara Bangsamoro will file charges tomorrow against the chair of the Board of Canvassers in Caloocan City in connection with alleged tampering of votes in the city in favor of Kasangga partylist. To symbolize the partylist groups’ protest, their pollwatchers in Caloocan City and elsewhere will start wearing black armbands.Kabataan pollwatcher Daniel Cleofas Jr. said he and other pollwatchers witnessed the tampering of votes in at least eleven precincts in favor of partylist group Kasangga, one of the organizations tagged as MalacaƱang fronts and whose nominees include Malou Arroyo, a sister of First Gentleman Mike Arroyo. According to Cleofas, the vote padding was discovered last night in the following:

* In precincts 222-3A and 222-34A, Kasangga votes were increased from one to 81 and 91, respectively.
* In precincts 222-6A and 222-36A, Kasangga votes were raised from two to 42 and 62 respectively.
* In precinct 222-3A, the votes for Kasangga were increased from three to 53.
* In precinct 222-5A, the votes for Kasangga were increased from eight to 98.
* In precincts 222-7A, 223-7A, 223-8A, 223-0A and 222-4A, Kasangga got zero, but the BOC padded votes to 50, 72, 98, 70 and 50, respectively.

Atty. Neri Javier Colmenares, Bayan Muna general counsel, said that BOC chair Atty. Juliet Villar is liable for violation of Comelec Resolution 7859, specifically the provision against “electoral sabotage”. Electoral sabotage is defined as the tampering and changing of votes” and is punishable with life imprisonment. House Deputy Minority Leader and Bayan Muna Representative Satur Ocampo, Anakpawis Rep. Rafael Mariano and Kabataan President Raymond Palatino will go to the Caloocan City canvassing center today to join their pollwatchers. Mariano said that “MalacaƱang operators have apparently ordered its dirty tricks operators to work overtime to cheat in the canvassing stage. Mariano added that vote-padding in the partylist polls will work against all partylist aspirants because it unduly increases the total partylist votes and consequently the minimum number of votes matching the two-percent requirement for any aspirant to win one seat in the House of Representatives. “This cheating by and for Kasangga cheats the Caloocan people of their choices, works against all partylists, and denies small parties a fair chance of obtaining seats in Congress,” said Mariano. Kabataan’s Palatino said that Task Force Poll Watch has documented scores of incidents of fraud and violence since Election Day.

Opisyal ng PA, bihag ng NPA

Isang opisyal ng PA (Philippine Army) ang ngayo’y bihag o POW (prisoner of war) ng NPA (New People’s Army) batay sa pandaigdigang makataong mga batas at 1996 Unilateral Declaration ng NDFP (National Democratic Front of the Philippines). Idineklara ng CAD (Camp for the Administration of Detainees) ng NPA sa Katimugang Mindanaw na nasa kamay nila ang staff sargeant ng PA na si Albert A. Baludoya bilang POW. Naglunsad ng isang espesyal na imbestigasyon ang Merardo Arce Command-Southern Mindanao Regional Operation Command ng NPA upang tingnan ang posibleng mga krimen at ilang paglabag sa karapatang pantao at pandaigdigang makataong mga batas na nagawa ni Sgt. Baludoya sa kanyang 17 taong paglahok sa kontra-rebolusyonaryong digmaan. Si Baludoya ang detachment commander ng 72nd Infantry Battalion ng AFP (Armed Forces of the Philippines) sa Aliwagwag, Cateel Davao Oriental. Samantala, sinabi nitong iginagalang at pinangangalagaan ng NPA si Baludoya bilang POW. Ang pag-aresto, pagbihag at pagdetine, at posibleng paglilitis sa mga POW ay makatarungang dinadala ng NPA, ayon pa sa pahayag ng kumand. Nasa ilalim ngayon ng kustodiya ng CAD-NPA si Baludoya habang naghihintay sa resulta ng imbestigasyon. Siniguro ng NPA na mahigpit nitong sinusunod ang pandaigdigang makataong mga batas, Comprehensive Agreement on the Respect for Human Rights and International Humanitarian Law, mga war protocol, at mga tuntunin ng disiplina ng NPA. Batay sa ipinakita ng NPA sa mga kaso ng POW, walang masamang mangyayari kay Baludoya dahil umaayon daw ito sa patakaran ng makatao at maayos na pagtrato sa mga bihag ng digma.

Agusan town politician’s men shot cop, disarm police chief

SANTIAGO, Agusan del Norte - A policeman was shot and critically wounded early Tuesday by one of the 30 bodyguards of a politician who stormed the counting of the votes at the Jagupit Central Elementary School in Santiago town here.The politician’s men also disarmed policemen, including the town’s police chief Insp. Isidro Lumacang, who conducted a security check at the school.Wounded was Police Officer 3 Virgilio Pabia, who was shot in the back by one of the armed men. He was rushed to the Butuan Doctors Hospital.Reports said Pabia and other policemen went to the school to check on complaints that armed men were allegedly terrorizing election workers.Caraga Police Regional Director Chief Supt. Antonio Dator Nanas declined to identify the politician who sent his bodyguards to harass the teachers.

RP-Australia security pact delayed by legal requirements

The Philippines and Australia are working on a final draft of a proposed security pact allowing large-scale joint combat training, but the deal is unlikely to be signed when President Arroyo visits Australia, officials said Friday.Legal technicalities delayed the signing, Defense Secretary Hermogenes Ebdane told a forum with foreign correspondents, refusing to elaborate. Ebdane's predecessor, Avelino Cruz, earlier said the agreement was expected to be concluded before the end of last year."The problem is legal technicalities - the way we intepret the laws," Ebdane said. "That's the reason why the signing did not occur."Arroyo is scheduled to meet with Australian Prime Minister John Howard during her May 29-June 1 visit to Australia, presidential palace officials said."We will come up with a final draft soon," Ebdane said, adding that the Philippines wants a more stringent agreement than its Visiting Forces Agreement with the USThat agreement has been criticized following the detention of a US Marine, convicted of raping a Filipino woman, at the US Embassy instead of a Philippine jail.A senior official who refused to be named because he was not authorized to talk about the deal, said four pending issues have been resolved. They include Australia's opposition to the death penalty for Australian soldiers prosecuted for crimes in the Philippines - an issue that became moot when Arroyo abolished the death penalty last June.The official said both sides have also agreed on a review mechanism in cases when a soldier's duty status during the commission of a crime is in question.The Philippines has such an agreement only with the US, its longtime military ally.The Philippine Constitution prohibits the presence of foreign troops unless covered by a treaty, and bars them from local combat.Australia has provided limited counterterrorism training to Philippine security forces under military assistance programs, but it wants to play a bigger role, stressing that reducing threats in the Philippines would benefit Australia and the region.

What's with you, Constantino Jaraula? (running for Mayor of Cagayan de Oro) You are supposed to be one of Mindanao's brilliant minds. When you were in the city hall of Cagayan de Oro, people looked up to you because you were a no-nonsense councilor. Whenever you spoke, people listened because you always made a sense.


Now, you always made a sense. Now, you are full of the Charter Change crap. By chairing the cha-cha committee and by taking part in the House juggernaut, you have become a disgrace to Mindanao. How could you allow yourself to be become a part of this massive inexorable force that seems to crush everything in its way, Constantino?


You are such a disgrace to Cagayan de Oro and its people. You are even a disgrace to the Rotary, the organization you profess to love and seve.


Let me ask you four simple questions, Congressman and "Rotary International District Governor" Constatino Jaraula, and tell me if I am wrong in telling you that your actions in the House of Representatives is very un-Rotarian.


It is the truth? The "truth" is that Jose de Venecia wants to become prime minister. You have long been withholding this truth from the people. Is it fair to all concerned? Tell it to the millions of Filipinos who were sleeping while you, de Venecia and Co. staged that sneak attack. Was it fair to the House minority? Was it fair to use numerical superiority so just you can ram this unspeakable thing down our throat?


Will it build goodwill and better friendships? What "goodwill" and what "better friendship"? People are furios again, thanks to you. Will it be benefecial to all concerned? Says CBCP president and Archibishop Angel Lagdameo of Jaro of what you did: God save our country!" The only people who will benefit from what you are doing are people like you and de Venecia. You just flunked the Rotary's Four-Way Test, Mr RI District Governor. Your participation in the House sneak attack goes against everything the Rotary Club stands for.


You say you are retiring from politics. Why not retire now? You would be doing Filipinos, including Rotarians, a big favor if you step down - not tomorrow, not next year, but now . Retire and enjoy your new swimmning pool in Indahag.


You ought to retire from Rotary too, because, like your fellow Rotarian Jocjoc Bolante, you have given it bad name Too bad. You have spent the good years of your life in public service only to end it with a very ugly legacy. The name you built all these years has just been destroyed. Better make use of your remaining time to right the wrong and maybe, you can salvage whatever is left of your name.


Whenever I see you in TV I am reminded if that clown of a congressman from Maguindanao who stood by Joseph Estrada during the impeachment trial. Yes, you are beginning to look like the new Didagen Dilangalen.


I hope the new swimming pool and everything that goes with it are worth it.
